Here is a link to the latest Emergency Management (Public Activities No 3) (COVID-19) Direction 2020 for Step 3 - click here.

Here’s a brief summary of what you need to know about Step 3 - easing of restrictions for Sport and Recreation -

Covid-Safe Plan -

  • Covid-Safe Plans continue to be required (your previous plan will be automatically updated and sent to you).
  • If you have not yet completed a plan, or you are opening up additional spaces in your venue (such as gaming areas), you will need to complete a new plan.
  • Plans must be available for inspection and should be published and communicated with your members.
  • If you train / play at multiple venues, you need to do your own plan once to use at multiple venues. You should also be aware of the plans of any venues you use.

Covid Management Plan

  • When there are more than 1,000 people (excluding staff) at your venue, activity or gathering or, when both dancing and consumption of alcohol is facilitated at the premises, you must complete a COVID Management Plan and have this Plan approved by SA Health.
  • You can operate with only a COVID Safe Plan, provided you limit patrons to under 1000 and limited dancing and alcohol consumption.

Density and Social Distancing Requirement -

  • 1 person per 2 square metres density applies from 29th June.
  • 1.5 metre physical distancing rule still applies.

Contact Tracing -

  • Only gaming machine venues, indoor fitness classes and indoor public meetings (example AGM’s) are required to maintain contact tracing records.
  • If you are required to keep contact tracing records, these can be collected digitally and must include, date, time, name, phone number and email.

Indoor and Outdoor Sport -

  • Training and competition with no limit on the number of spectators but 1 person per 2 square metre rule applies.

COVID Safe Plan and COVID Management Plan -

Most businesses / activities allowed to re-open/re-commence under Step 3 from Monday 29 June do not require a COVID Management Plan. Instead, they require a COVID Safe Plan (as per Step 2 and Step 2 Plus). The exception is large events of more than 1,000 persons, and events with both dancing and consumption of alcohol.

Activities that DO NOT need a new COVID Safe Plan -

  • Businesses and defined public activities that have already completed a COVID-Safe Plan will automatically receive a new Plan outlining revised venue capacity (recalculated based on the room sizes originally supplied using the one person per two square metres rule), as well as revised obligations and/or recommendations.

Activities that DO need a new COVID Safe Plan -

  • Businesses involved in a defined public activity re-opening for the first time will need to complete a COVID Safe Plan.
  • Businesses that previously completed a COVID Safe Plan which intend to open additional spaces to patrons or extend the floor space of existing rooms will need to complete a new Plan containing the revised room sizes. E.g. pubs or clubs re-opening gaming rooms, wellness centres re-opening sauna, spa and/or bathing facilities, etc.

Businesses that need to create a COVID Management Plan -

  • To have more than 1,000 people (excluding staff) on site at your business, venue, activity or gathering, you must complete a COVID Management Plan and have this Plan approved by SA Health.
  • To have both dancing and consumption of alcohol facilitated at the premises, you must complete a COVID Management Plan.
  • You can operate with only a COVID Safe Plan provided you do not meet either of these criteria. For example, limit patrons to under 1000, or do not facilitate dancing.

UPDATED - FRIDAY 12TH JUNE 2020

Following today’s meeting of the National Cabinet, the Premier has made some important announcements about the easing of COVID -19 restrictions in South Australia.

The key points that relate to sport and recreation are as follows -

Introduction of Stage 2.5 - from Friday 19 June -

  • This will be an interim step before we move to Stage 3 of the roadmap.
  • The number of people allowable in a room (or a group outside) within a venue will increase from 20 to 75, providing 1 person per 4 square metres can be accommodated.  This will apply to training or competition groups.
  • The total number of people allowed in a venue will increase from 80 to 300 providing 1 person per 4 square metres can be accommodated.  Again this will apply to all people, indoor and outdoor who are gathered at a club.

Stage 3 will commence earlier than expected on Monday 29 June -

  • There will be no room or venue limit.  This will be replaced with only a density requirement of 1 person per 4 square metres.

From Monday 20 July -

  • Border restrictions will be lifted.
  • There will be no requirement on entry to SA to self-isolate for 14 days.

While gyms for individual workouts can increase numbers in line with the above roadmap, increasing the cap of 10 participants in dance and fitness classes is still being considered.

We are still waiting on guidance regarding indoor contact sport.

As always organisations must submit their COVID Safe Plan before commencing activity and should ensure that cleaning and hygiene regimes are enforced.

UPDATED - FRIDAY 8TH MAY 2020

The South Australian roadmap for easing COVID-19 restrictions was released today, with Step 1 coming into effect from Monday 11 May.

UPDATED - MONDAY 27TH APRIL 2020

The Australian Government yesterday launched the new voluntary coronavirus app, COVIDSafe.

The app is an important public health initiative that will help keep you, your family, and your community safe from further spread of coronavirus through early notification of possible exposure.

The health initiative uses technology to automate and improve what state and territory health officials already do manually. COVIDSafe will speed up the process of identifying people who have been in close contact with someone diagnosed with coronavirus, quickly stopping further spread of the virus in the community.

The app has received strong support from states and territories and the health sector, which recognise it is a valuable tool that will enhance the ability to respond rapidly to local outbreaks, and the confidence to know the virus is not silently spreading throughout communities.

Minister for Government Services, Stuart Robert described the App as being developed with one purpose: to stop the spread of coronavirus.

The App can be downloaded from the App stores.

UPDATE - FRIDAY 24TH APRIL 2020

The National Cabinet met today to take further decisions in relation to COVID-19.

It is clear that the suppression strategy for the virus is working. National Cabinet again noted data that confirms the measures put in place to suppress the virus have largely been successful in slowing and reversing the growth of cases in Australia.

It is estimated that approximately 93 per cent of all symptomatic cases are detected in Australia. Australia has the highest reported detection rate in the world.

Australia’s border and quarantine arrangements have successfully reduced transmission of COVID-19 from overseas arrivals, with the focus now on containing domestic outbreaks in local communities through rapid responses.

National Cabinet agreed to meet again on 1 May 2020.

Sport and recreational activities -

National Cabinet agreed that the AHPPC will develop, for consideration, key principles for the recommencement of community and professional sport, and recreational activities.

Updated statement on schools -

National Cabinet agreed with updated Australian Health Protection Principal Committee (AHPPC) advice on schools.

Chief Public Health Officer for SA Health, Professor Nicola Spurrier, has said with the very low levels of COVID-19 in South Australia along with the wider public health strategies in South Australia, she strongly believes there is no need for school closures in this state, at this time. Even when we had higher rates of disease in South Australia, only 2% of cases were school students, all of whom had mild illness and have fully recovered. Professor Spurrier encourages families to feel comfortable and safe about sending their children to school. However, if your child has a chronic medical condition or a compromised immune system, you may wish to consult your GP or paediatrician when deciding if your child should return to school.

There is a clear protocol for a minimum 24-hour closure in the event of a case of COVID-19 in a school, to allow the schools to contact anyone at risk and to undertake a deep clean. These protocols have be
